Economic Policy Institute asked retirement expert Teresa Ghilarducci to come up with a replacement for the current system of individual accounts. The resulting Guaranteed Retirement Account plan is a hybrid that combines the best features of defined-benefit and defined-contribution plans, including steady and predictable employer and employee contributions, low administrative costs, and guaranteed lifetime benefits.
